Acterna and TestMart Announce New Government Services Partnership

Agreement makes it easier for military personnel, government users and contractors to research and buy Acterna's industry-leading network test equipment

San Bruno, CA, Germantown, MD - November 30, 2004 - Acterna, the largest provider of test and network management solutions to telecommunications network operators, announced today a new partnership agreement with TestMart, Inc. TestMart, the leading marketplace operator and service provider for the test and measurement industry, will provide government marketplace services for Acterna's set of handheld and modular platforms that are designed for copper and multi-service testing, measuring and quality assurance.

The deal authorizes TestMart to present a special catalog of Acterna's HST-3000 modular products to be made available specifically to government agencies and authorized government contractors. The award-winning HST-3000 family of test instruments are lightweight, rugged, battery-operated and able to cost-effectively scale to provide an all-in-one solution for field installation, maintenance and troubleshooting across a wide range of test applications. Its automated testing features also enable improved productivity and work-process efficiency.

Under the terms of the agreement, the HST-3000 product line will be offered exclusively to all branches of the Federal Government, including the U.S. military and authorized prime contractors under a set of General Services Administration (GSA) Multiple Award Schedules (MAS). TestMart will provide Acterna and its customers all content, transaction, marketing, sales support and reporting services around the catalog's products. TestMart will also provide the presentation and order processing though the GSA's e-commerce Web site, www.GSAAdvantage.gov, and through the company's two online marketplaces www.testmart.com and www.navicpmart.com.
