TestMart® Awarded Contract to Build Naval E-Commerce Marketplace www.navicpmart.com.

SAN BRUNO, Calif. - August 6, 2001
TestMart®, a Web-solutions technology company that builds and operates private marketplaces, announced today that it has been awarded a contract with an estimated value of $600 million by the Department of Defense Naval Inventory and Control Point (NAVICP). Under terms of the five-year agreement, TestMart will develop and operate a private e-commerce marketplace for the General Purpose Electronic Test Equipment (GPETE) division. NAVICP estimates that the contract will reduce procurement costs by more than $360 million.

This new private marketplace will feature a variety of high demand products from more than 30 key test and measurement suppliers such as Agilent, Tektronix, and Fluke. Authorized military personnel, government users, and government contractors will be able to locate products, view specification and application data, order equipment, and track purchases against the NAVICP and TestMart product catalogs. Powerful Web site tools used to find, research, compare, and configure products will let authorized users purchase the most appropriate test and measurement equipment quickly and in accordance with predefined procurement regulations.

"This contract represents another milestone in the goal of automating research and procurement for all military, government, and government contracting personnel. The award also represents another significant Performance Based Logistics (PBL) achievement for NAVICP " said Tom Mullin, GPETE Program Manager. "TestMart is the perfect partner because of its multi-year experience managing e-commerce solutions for the test and measurement industry."

"Our partnership with NAVICP proves the concept that private electronic marketplaces can help an organization save costs and time on procurement of test equipment," said Peter Ostrow, CEO of TestMart. "TestMart is looking forward to bringing our expertise in electronic marketplace development, catalog management, and the test and measurement industry to NAVICP's GPETE program"
